Governance & Trust

Zero-Based Governance

Six zeroes we hold the line on. One charter. Every policy in the open.

QCE Vision governs from zero, not from assumption, zero hidden fees, zero data resale, zero dark patterns, zero dependency lock-in, zero unaccountable decisions, zero compromise on sovereignty. Governance here is an engineering discipline: enforced by design, verifiable by audit, and written to be read.

The Six Operational Zeroes

Enforced across every server, codebase, contract, and workflow.

The six zeroes are not aspirational principles. They are operational constraints, each one maps to a control, an audit cadence, and a remediation path.

Zero Cloud

Core IP, algorithms, and cryptographic keys reside strictly in private bare-metal enclaves and sovereign servers, never on public clouds.

Zero Lag

Core dispatch systems compiled in Rust and Mojo; sub-millisecond compute orchestration and deterministic sub-100ms edge API response times.

Zero Trust

Mutual TLS authentication, hardware HSM sign-offs, and role-based permissions on all human, agent, and machine-to-machine interfaces.

Zero Dependency

Multi-vendor quantum and classical hardware abstraction; operations run independently of single cloud providers or third-party search algorithms.

Zero Waste

Energy-aware compute routing; pre-execution tensor screening to prevent wasted cycles on noisy physical quantum processors.

Zero Tolerance

Automated schema audits run every six hours; non-compliant endpoints or anomalous jobs are immediately invalidated and rebuilt automatically.

The Nine Core Business Functions

The functions the ecosystem runs on.

Every QCE Vision operation maps to one of nine core functions, the structural backbone that keeps the ecosystem consistent as it scales. Each function has a defined owner, a standard it must meet, and an audit trail.

FN 1: Operations & Quantum Delivery

Converts enterprise computational requirements into verified quantum compute executions.

FN 2: Marketing, B2A Sales & Distribution

Drives enterprise pipeline and agent-native discovery across the Seven Disciplines.

FN 3: Finance, Accounting & Treasury

Balance-sheet capital, multi-currency reconciliation, and dual-ledger treasury.

FN 4: Human Resources & Global Talent Bench

Sources, trains, and retains systems engineers and operational leaders.

FN 5: Research & Product Engineering

Designs and maintains the EIP, ASI Orchestrator, and compiled runtimes.

FN 6: Information Technology & Sovereign Infra

Architects and secures bare-metal clusters and Zero-Trust environments.

FN 7: Client Success & Partner Retention

Ensures onboarding, retention, and platform expansion for clients and node buyers.

FN 8: Legal, Sovereignty & Compliance

Enforces the Zero-Based Policy Framework and manages corporate structuring.

FN 9: Franchise Asset Operations

Oversees the Zero Click Node network: deployment, gating, auctions, and managed services.

The Five Operating Entities & The Quantum Clock

Governance with a time dimension.

Five entities operate on a shared Quantum Clock, a cadence that synchronises capital, media, technology, and humanitarian cycles into one rhythm. Each entity carries a distinct element and a distinct function, so no single entity can compromise the integrity of the whole.

The Interlocking Alignment Matrix

How every pillar stays in sync.

The alignment matrix maps each pillar, function, and entity against the charter's requirements, so alignment is measurable, not aspirational. If a pillar drifts, the matrix shows it, and the relevant function is accountable for closing the gap.

The Governance Decision Model

Who decides what, and on what evidence.

Governance decisions are made at the lowest level that can make them well, with escalation only when a decision crosses a defined boundary. Three tiers govern the ecosystem.

Tier 0: The Principal

SABA QCE holds final authority over strategic direction, entity structure, and any decision that crosses the sovereign boundary. Nothing irreversible proceeds without Tier 0 consent.

Tier 1: The Orchestrator

The orchestrator designs and coordinates execution, manages middleware and context flow, and enforces architecture, security, and governance standards across the ecosystem.

Tier 2/3: Specialists & Workers

Specialists reason deeply within a domain; workers execute narrow, well-specified tasks. All state flows through the middleware bus, no raw-context sharing between tiers.

Compliance & Standards

Built for jurisdictions that take sovereignty seriously.

Data residency, jurisdictional governance, and compliance frameworks are configured per region. QCE Vision structures its legal presence so your data and your rights travel together, never separated.

Residency-First Architecture

Data is stored and processed in the jurisdiction you select. Where none is selected, it remains in our primary JS-SEZ and Singapore infrastructure.

Jurisdictional Governance

Governing law and dispute resolution are configured per engagement, Singapore-primary for general matters, Delaware for AI/IP matters, SIAC for arbitration.

Regulatory Alignment

Frameworks are aligned to the GDPR, CCPA/CPRA, Malaysia's PDPA, and Singapore's PDPA, with jurisdiction-specific supplements where required.

Continuous Audit

Automated schema and integrity audits run on a fixed cadence across the substrate. Anomalies are investigated and remediated immediately.

Sovereign Deployment

Core systems run on bare-metal infrastructure under our operational control. No rented middleware on the critical path.

Transparency Reporting

We publish an annual transparency report covering government requests, security incidents, and remediation actions.

THE PILLARS

Four load-bearing capabilities.

Sovereign compute, agentic IaC, dual ledger, and security. Each is a capability you can adopt independently, and each is stronger when the others are present.

THE FOUNDATION

  • Every pillar is composable and replaceable.
  • The architecture does not depend on any one supplier continuing to exist or continuing to price the same way.
THE FOUNDATION

No single vendor.

Every pillar is composable and replaceable. The architecture does not depend on any one supplier continuing to exist or continuing to price the same way.

THE COMPOSITION

  • The pillars share a foundation but not a dependency.
  • A team can start with security and add compute later without re-architecting.

THE NEXT STEP

Choose your door in.

Three ways to move forward. Every door leads to a sovereign workspace, not a sales queue.
